Preheat the oven to 325 degrees.
In a large bowl, mix stuffing mix, onion, celery, water, butter, sage, thyme, salt, and black pepper.
Loosen the skin on the turkey breast and stuff the mixture underneath.
Rub the outside of the turkey with butter and season with salt and pepper.
Place turkey in a roasting pan, breast side up. Add 1 cup of water to the bottom of the pan.
Bake for 3-4 hours, or until the internal temperature of the turkey breast reaches 165 degrees.
Remove from the oven and let rest for 20-30 minutes before carving.
